INTRODUCTION AND ISSUANCE OF THE INTERNATIONAL EAST AFRICAN e-PASSPORTS

1) The Republic of Uganda has introduced International East African e-Passports to replace and eventually phase out the current East African and Ugandan Machine-Readable Passports. 

2) The new e-Passport will be in three colours:  Sky Blue (Ordinary Passport), Green (Service/Official Passport) and Red (Diplomatic Passport).

3) The Official Passport will henceforth be referred to as the Service Passport. 

4) The new Ordinary Passport (A series) came into effect on Tuesday 18th December 2018 and will be used alongside the current Ordinary Passport (B series) which will be phased out on 31st January 2021.

5) New Diplomatic and Official Passports will be issued by end of January 2019. However, the current Diplomatic Passport (D series) and Official Passport (G Series) will remain in use until 31st January 2021 when they are phased out.

6) All passports will be printed in Kampala by the Directorate of Citizenship and Immigration Control (DCIC) until new printing machines/Personalization Centres are installed in missions abroad. 

7) After Commissioning of the e-Passport system scheduled for end of January 2019, the application process will be both manual and online and the procedure shall be as follows:

i. Manual Applications;
i) Applicants will be required to duly fill an application form.
ii) After filling the application form, applicant will make a payment of Passport Fees to the bank and thereafter submit the application to the nearest Passport Centre and undertake biometric enrolment.
iii) When the Passport is ready for collection, the applicant will be informed to pick his/her passport from the Passport Centre where he/she applied.

ii. Online Applications;
i) Applicants will be required to duly fill an online application form. The form will act as an assessment tool with URA.
ii) The applicant will print out the application with the Payment Registration Number (PRN) and proceed to the bank to pay Passport Fees.
iii) After payment, the applicant will schedule for an online interview with the Passport Office/Enrolment Centre (including nearest Uganda Mission Abroad for Uganda Diaspora Community) for purposes of undertaking biometric enrolment.
iv) After the interview, the application will be processed and for those who qualify, passport printed.
v) If the applicant does not qualify, he/she will be notified immediately.
vi) When the Passport is ready for collection, the applicant will be informed to pick his/her passport from the Passport Centre where he/she applied.

8) The fees for the International East African e-Passport shall be as below:
i) Ordinary Passport (48 Pages). UGX 250,000/=
ii) Service Passport (64 Pages). UGX 400,000/=
iii) Diplomatic Passport (64 Pages). UGX 500,000/=
iv) Express Processing Service UGX 150,000/=
v) Courier Service for Applicants Abroad UGX 10,000/=
vi) Certification of Passport UGX 30,000/=
vii) Fine for Replacement of lost or 
damaged Passport UGX 100,000/=
